The City Manager is appointed by the Mayor and Board of Commissioners for an indefinite term. The Manager serves as Chief Administrative Officer of the town and is responsible for the efficient administration of all city operations and departments. He is responsible for carrying out the policies of the town and ordinances adopted by the Board of Commissioners.

As Chief Administrative Officer, the manager is empowered to make all personnel appointments, supervise the work of all Town departments, enforce the laws and ordinances of the Town, supervise preparation of the annual operating budget for Council approval, and oversee the day to day business of the Town. The manager attends all meetings of the City Council with the right to take part in discussions, but without the right to vote, and is responsible for making recommendations to the board as may be deemed necessary or expedient for the benefit of the public.

The City Manager makes reports to the board about the affairs of the Town and keeps the board fully advised of the town's financial condition and future financial condition needs.
