The Board of Planning and Adjustment consists of nine (9) members. The Board is created to promote the public health, safety, morals, general welfare, the orderly growth and development of the Town of Forest City and the Extra Territorial Jurisdiction. The board of adjustment hears individual quasi-judicial cases, such as appeals, requests for special or conditional use permits, and variance petitions. The zoning regulations and districts have been made with reasonable consideration, among other things to the characteristics of each Zoning District and its peculiar suitability for particular uses, and with a view to conserving the value of buildings and encouraging the most appropriate use of land throughout the Town.
The Board of Planning and Adjustment meets the 3rd Thursday of each month at 6:00PM in the basement of the Mooneyham Library located at 240 E. Main Street, Forest City, NC 28043.
Building, structures, and parts thereof shall be designed and constructed in accordance with the 2006 North Carolina State Building Code (2000 International Building Code with North Carolina amendments). Design criteria specific to our area include a 90 mph wind speed and a 15 pounds per square foot ground snow load. Please call our office with any further questions. Most interior and exterior work requires a building permit prior to beginning construction. If you perform work without a permit you may receive a $150.00 penalty in addition to regular permit fees. Call the building inspections office with any inquiries regarding the building, electrical, plumbing, and mechanical codes. Note that all job sites must obtain the first inspection within 6 months of permit issuance and at least one inspection per year to keep the permit valid. Inspection requests must be made in person or over the phone before any inspections are final.
ETJ - ExtraTerritorial Jurisdiction
ETJ's are a regulatory planning tool, which allow a town to exercise zoning control outside of its boundaries. The town does not provide services or charge taxes to the residents, nor does it mean the area has been annexed, but the residents are entitled to representation on the town’s Board of Planning and Adjustment. Residents of the ETJ are required to obtain the proper permits from the Town of Forest City Building and Zoning Department when building or remodeling residential and commercial structures.

Construction plans require a review time of 10 to 14 working days. If your project requires a site or subdivision plan, these have to be reviewed and approved by the Zoning Official before permits are issued.

State law requires that an erosion control plan for land-disturbing activities greater than one acre be filed with the state at least 30 days prior to beginning activity and be approved prior to construction.
