REQUEST FOR QUALIFICATIONS

Town of Forest City, North Carolina
Fire Department Facility PAR/PER

The Town of Forest City is soliciting Statements of Qualifications (SOQs) (PDF, 315.55 KB) from qualified
architectural and engineering firms to provide professional services for the preparation
of a Preliminary Architectural Report (PAR) and, as needed, a Preliminary Engineering
Report (PER) for proposed improvements to the Town of Forest City Fire Department
facility located at 186 South Church Street, Forest City, NC 28043.
 

The proposed project is anticipated to include additions to the existing fire department
facility to provide additional bedrooms and living space for fire personnel, as well as
construction of a separate storage building for fire apparatus, equipment, supplies, and
related operational needs. The selected firm will assist the Town with evaluating existing
conditions and needs, developing and comparing alternatives, preparing conceptual
plans, developing planning-level cost estimates and schedules, and completing
PAR/PER documentation. The resulting documents will support the Town’s Community
Development Block Grant–Disaster Recovery (CDBG-DR) Infrastructure application.
Interested firms may obtain the complete RFQ from the Town of Forest City. Questions
regarding the RFQ must be submitted in writing or emailed to Preston Janco
(prestonjanco@townofforestcity.com) no later than October 28, 2026.
 

Statements of Qualifications must be received by the Town no later than 5:00 p.m. on
November 11, 2026. Firms shall submit one (1) printed copy and one (1) electronic PDF.
Packages and electronic submissions should be identified as “Fire Department Facility
PAR/PER RFQ.”
