The City Manager is appointed by the Mayor and Board of Commissioners for an indefinite term. The Manager serves as Chief Administrative Officer of the Town and is responsible for the efficient administration of all city operations and departments. She is responsible for carrying out the policies of the town and ordinances adopted by the Board of Commissioners.

As Chief Administrative Officer, the Manager is empowered to make all personnel appointments, supervise the work of all Town departments, enforce the laws and ordinances of the Town, supervise preparation of the annual operating budget for Council approval and oversee the day-to-day business of the Town. The manager attends all meetings of the City Council with the right to take part in discussions, but without the right to vote, and is responsible for making recommendations to the board as may be deemed necessary or expedient for the benefit of the public.

The City Manager makes reports to the board about the affairs of the Town and keeps the board fully advised of the town's financial condition and future financial condition needs.

CITY CLERK

Mission Statement: To keep and maintain records of the Board of Commissioners and the Town of Forest City, including minutes, ordinances, resolutions, contracts and other vital documents, and to perform other duties as may be required by law.

The City Clerk is appointed by the City Manager for an indefinite term. She is responsible for the maintenance and safekeeping of official public records and is responsible for keeping minutes of all meetings of the Board of Commissioners as well as for the publication, indexing, and filing of all board proceedings in accordance with general statutes and local ordinances. She is responsible for the safekeeping of ordinances, resolutions, contracts, deeds, agreements, cemetery records and other legal documents. The City Clerk is the custodian of the corporate seal of the Town of Forest City and is the officer authorized to use and authenticate the seal. The City Clerk often serves as liaison between the public, the City Manager and the governing body.


The Clerk's office is located in the Town Hall. Office hours are 8:00AM to 5:00PM, Monday through Friday.
