Notice of Public Hearing and Public Review to Solicit Input for
the Town of Forest City Community Development Block Grant Disaster Recovery (CDBG-DR) - Community Infrastructure (CI) Program Application

 

NOTICE IS HEREBY GIVEN that the Town of Forest City intends to submit an application to the North Carolina Renew CDBG-DR Community Infrastructure (CI) Program for its proposed Main Street Water Main Replacement Project. The Town may request up to $15,000,000 in CDBG-DR funds. The proposed project will replace, rehabilitate, or upsize aging water mains within the project corridor and may include valves, hydrants, service connections, interconnections, looping and redundancy improvements, pressure and fire-flow improvements, roadway and site restoration, and related mitigation and resilience measures. The project is intended to address documented system deficiencies, reduce the risk of breaks and service interruptions, and improve reliable water service during future emergencies and severe-weather events. Final activities will be based on engineering evaluations and the availability of program funding. The proposed activities are not expected to displace residents or businesses.

Community Development Block Grant Disaster Recovery funds are provided by the U.S. Department of Housing and Urban Development (HUD), and the Community Infrastructure Program is administered by the North Carolina Department of Commerce, Division of Community Revitalization. The program funds infrastructure projects connected to Hurricane Helene impacts or qualifying mitigation needs that restore critical services, address unmet recovery needs, and strengthen resilience to future natural hazards. Grants generally range from $500,000 up to $15,000,000 per project. Eligible activities include demolition, construction, or rehabilitation of public facilities and community emergency shelters/resilience hubs; restoration of critical infrastructure; flood-control, drainage, site, and utility improvements; acquisition and site preparation; eligible architectural and other soft costs; and improvements required for environmental and accessibility compliance. Projects must meet a CDBG-DR national objective and applicable federal and State requirements. Public Hearing

The Town of Forest City will hold a virtual public hearing on Wednesday, September 2, 2026, at 11:00 a.m. Zoom link:

The hearing will solicit citizen input on the proposed Town of Forest City Main Street Water Main Replacement Project, other eligible community infrastructure needs, and the Town's application for funding through the CDBG-DR Community Infrastructure (CI) Program. A second public hearing will be held at a future date in accordance with program requirements.

Public Review Period

The Town will accept public comments beginning Saturday, August 22, 2026, and ending Wednesday, September 2, 2026. Comments may address the proposed Town of Forest City Main Street Water Main Replacement Project, other eligible community infrastructure needs, and the use of funds to address critical unmet recovery and resilience needs.
