- A public hearing was held for Royal American Development's rezoning request for the property located at 0 Lawing Road. The request seeks to rezone the property from M-1 Manufacturing to C-3 Highway Commercial for a multi-family residential development. The C-3 district permits multi-family dwellings with the stipulation that they follow the dimensions in the R-6 district. Kerri Toth, President of Royal American Management, presented the development plans for the property. Keith Wall, the property seller, also provided public comments. Council voted to approve the request, and subsequently approved the amendment to the official Town zoning map to reflect the adopted change on PIN# 1539803776.
- Public comments from a person regarding the local grass ordinance and the ability to activate water, sewer, or other utility services separately at properties.
- IT Director Mickey Munn presented an update on Tyler Technologies.
- Town Manager Janet Mason gave a presentation on the proposed Urban Archery Ordinance.
- Mayor Steve Holland proclaimed August 10, 2026, as Agent Orange Awareness Day in the Town of Forest City. The day recognizes Vietnam veterans who were exposed to Agent Orange and other tactical herbicides while serving.
- The following items were declared surplus:
- 2003 Internationl Line Truck
- Buffalo Blower Model BT-CKB4
- 1979 American Lafrance Fire Truck
- Council voted 3-1 to approve the Town of Forest City/Cliffside Sanitary District Sewer Regionalization Study Contract with McGill Associates.
- Council approved the following amendments to the FY26-27 Budget:
- Appropriated a $600 donation from the Kiwanis Club for purchasing STEM Kits for the library
- Appropriated $1,140,241 in the water and sewer fund for projects and equipment that were not completed/received by the end of FY26. $1,022,060 was appropriated to the Water & Sewer fund for the Arlington Street sewer rehab project; $80,698 was appropriated for the Water Treatment Plant SCADA Software Project; and $37,483 was appropriated for the Water Treatment Plant Altitude Valve Replacement.
- Appropriated $132,539 in the Electric Fund for a Boring machine.
- Finance Director Roxanne Stiles presented the FY26 Revenue and Expenditures.
- Council approved an addendum to the Town of Forest City Purchasing Policy.
- A report from Dr. Mason included updates on the following:
- Notification of ARC Grant submission for Wastewater Treatment Plant improvements.
- Completion of FY26 audit fieldwork
- Congratulations to Building Inspector Alex Owns on his recognition by the North Carolina Code Officials Qualifications Board at its quarterly meeting for obtaining all 5 Level 3 certifications in Building, Electrical, Plumbing, Mechanical, and Fire. Only 200 of the 4,500 inspectors in the state of North Carolina have all five.
- Notification of the Hot Nights Cool Rides Car Show in Forest City on August 14-15.
